  15. <p>     DIED. Le Duc Tho, 79, who won but declined the 1973 Nobel
  16. Peace Prize for his role in negotiating an end to the Vietnam
  17. War; in Hanoi. A co-founder of the Indochina Communist Party,
  18. he was special adviser to the North Vietnamese delegation to
  19. the Paris peace talks from '68 to '73 and emerged as his
  20. country's principal spokesman. Both Le Duc Tho and then U.S.
  21. Secretary of State Henry Kissinger were named as winners of the
  22. Nobel award.
